This new version fixes a few outstanding issues with the old 3.x
series ebuilds. First, the config file is now installed to /etc, where
the user will be able to edit it, and then merely symlinked to
/usr/share/php/jpgraph where it used to live. This lets the user
configure caching at any time, which brings us to the second
improvement: caching is disabled by default, and we make no attempt
to configure the web server user or cache directory. This fixes an
open bug.
Finally, all of the documentation and examples are now installed in
the correct place, and no copies wind up in the PHP include directory.
Other minor improvements were made, like an update to EAPI=6, and the
use of a patch instead of a call to sed.

The main reason for these two new revisions are to fix what happens
when USE="-ssl" is set. The build system expects --with-openssl-dir=no
in that case, so the existing --without-openssl-dir was causing it to
crash. That should now be fixed; I've used "usex" instead of "use_with".
Some other minor fixes were made:
* The LICENSE for this package is PHP-3.01, not PHP-3.
* The "ssl" flag was also defaulted to being on, which -- unless
critical -- kind of defeats the purpose of USE flags. It now
defaults to being off.
* Two eclass variables that were set to their default values have
been removed.
* The test suite is now enabled, but only for v2.0.0 where it actually
passes (even though failure doesn't kill the build?).

The new version fixes a critical security vulnerability, and so it
replaces the existing (unstable) version. The release tarball for the
latest version is missing some documentation. I reported that
upstream, and commented those docs out of the ebuild for now so that
we can get the CVE fix as soon as possible.

A few versions of Twig have been released since the version we have in
the tree, so the first goal of the new ebuild is simply to bring our
tree to parity with upstream.
But the new ebuild also adds a feature, the ability to build the C
extension for Twig. In older versions of PHP, the C implementation
provides improved performance over the pure-PHP implementation. The
only "older version" we support is php:5.6, so the C extension is only
built when the user's PHP_TARGETS contains "php5-6". The extension
will only be built with USE=extension; otherwise users who did not
want the extension would be required to add "php5-6" to PHP_TARGETS in
order to appease our eclass.
Upstream does not currently support building the extension against
php:7.0 or php:7.1, but the performance improvement is not so great
with those versions of PHP anyway.
