Subject: Revert "Remove .htaccess, with all files being pure ASCII it
 shouldn't be needed."

This reverts commit 0ed84c8227acdc6045bf941c83bf8efe639e5874.

W3C Validator reports a character encoding mismatch now:
"The character encoding specified in the HTTP header (utf-8) is
different from the value in the XML declaration (iso-8859-1)."
