Bump to hal-0.5.12_rc1-r1
- I'm taking primary maintainership from chainsaw, with his permission - Add policykit and consolekit flags. Since pk support depends on ck support, the policykit flag will enable consolekit support, even if the consolekit flag is not set. This allows proper USE-depend from other packages. - Add CPUFreq to the dbus allow lists (Portage version: 2.2_rc31/cvs/Linux x86_64)

Drop useless ||() construct since there is only one atom in it.
