dev-util/mingw64-toolchain: minor adjustments
* add MINGW_PV, comment says to use _p1++ but was unhandled
* cleanup symlinks for duplicates, upon closer look these are
hardlinks which is good enough
* pass --disable-werror for gcc, binutils doesn't but gcc was
using it in a few places
