Was going around fltk revdeps adding binding := (soname changed)
only to find that this does not use fltk with -DBUILD_LAUNCHER=OFF.
Doesn't link with it when it's installed, and builds fine when it's
not.
fwiw left the LOCAL_FLTK_LIB=OFF alone to ensure it doesn't fallback
to bundled, not that this code path is reached.

This broke (again) with software rendering likely since some mesa or
Xorg version but unsure (fails to create opengl context), could also
be missing something new for this to work. At this point would rather
just restrict it than try to figure out what went wrong every time,
esp. since always been doing the same test manually anyway.

Upstream now treats RelWithDebInfo the same as Release, which
means it now drops -Werror with the eclass' default.
Been a while, but at a glance nothing else needs updating if
going by the 1.2.1 release (haven't actually tried 9999).

Haven't looked at this ebuild/package too closely, just
quickly done to avoid conflicts when qt5 and qt6 are set
globally at same time.
Should be no need for a revbump given keeping USE=qt6 to
select between the multiple toolkits. Given both qt5 and
qt6 call the binary "freeciv-qt", the change should be
seamless for users.
